LA Flex - What is it?

LA Flex is a part of the governments already successful ECO scheme where certain households can qualify for improvements like insulation and heating without needing to be on a means tested benefit.

This new mechanism, also known as “flexible eligibility”, allows Local Authorities to make declarations determining that certain households meet the eligibility criteria for a measure under ECO.

If your properties Energy Performance Certificate(EPC) is D, E, F or G rated or if you don’t have a current EPC then you should qualify.

Why is the service free?

Funding is available for most UK households as part of the Energy Company Obligation (ECO) scheme, which aims to help reduce carbon emissions and help more homes keep their homes warm.

Under ECO, larger energy suppliers fund the installation of energy efficiency measures in UK homes, so you benefit without the expense. The scheme covers installations, such as cavity wall insulation, loft insulation, room in the loft insulation and more efficient heating systems. If the energy suppliers fall short of their obligations they receive hefty fines. The ECO scheme legally requires the main energy suppliers to install energy efficient technologies such as cavity wall insulation, loft insulation and room in the roof insulation to households in the UK.

From 1 April 2018, the new Minimum Energy Efficiency Standards (MEES) comes into effect, which requires landlords to ensure that their properties reach a minimum EPC rating of E. The regulations apply to new lets and renewals of existing tenancies. Any landlord who fails to meet the minimum compliance standards could face a minimum penalty of up to £10,000, rising to a maximum of £150,000.

  • Who qualifies for a free boiler?

    If you receive any of the benefits covered, you could have your old boiler replaced with a new one for no cost. Your current gas or LPG boiler must be at least five years old.

    You are eligible under this aspect of ECO if you receive at least one of the following benefits and satisfy the relevant income requirements, where applicable:

    • Income-related employment and support allowance (ESA)
    • Income-based jobseeker’s allowance (JSA)
    • Income support
    • Pension Credit Guarantee Credit
    • Tax Credits
    • Universal Credit

    Local authorities can also refer residents in their areas to obligated energy suppliers so that they can be offered support under the scheme.

  • Share your details with the scheme administrator, Ofgem, so they can review the scheme.

After 1 April 2018 any landlord renting or renewing the lease of a property with an Energy Performance Certificate rating lower than ‘E’ will be committing an offence. MEES will apply to all existing leases, so you should start thinking about making improvements now to ensure you are still compliant in 2018.
